The US Federal Reserve has progressed from complacency to delusion. Janet Yellen's fond belief that there will never again be a financial crisis in "our lifetimes" takes the biscuit.

While the Fed chief offered up her wicked hostage to fortune in London, the Institute of International Finance in Washington released figures showing that global debt has reached $217 trillion (£168 trillion).

FRB議長がロンドンで縁起でもないことを言い放ってくれた頃、国際金融協会はワシントンで世界の総債務残高が217兆ドルに足したと発表しました。

This is 327pc of world GDP. It is up from 276pc in 2007 – shortly before the western financial system collapsed – and up from 246pc fifteen years ago.

Claudio Borio from the Bank for International Settlements (BIS) – the high priest of monetary orthodoxy – said nobody knows how long this can go on or what it will look like when the denouement arrives, but arrive it will.

Ms Yellen may be correct in claiming that the big US banks are in rude good health. It is courting fate to extrapolate from this that the system as a whole is "much safer and much sounder".

What is disturbing is how much of the world has been drawn into a debt trap. The West is still reeling from the Lehman aftermath. Public debt ratios have jumped by 32 percentage points in France, 41pp in the US, 49pp in the UK, 55pp in Japan, and 60pp in Spain.

This time the country itself is the epicentre of risk. It has added more debt in six years than the outstanding balance sheets of the US and Japanese commercial banking systems put together.

The indicator has been a reliable predictor of banking crises over the following three years, with few 'false positives'.

I doubt Janet Yellen really believes that the Fed has abolished crises. She is certainly perpetuating the myth that the root cause of the Lehman debacle was wild behaviour by bankers and speculators. This version of events is an exculpatory half-truth at best. Private banks are conduits. Governments and central banks set policy.

Claudio Borio from the Bank for International Settlements (BIS) – the high priest of monetary orthodoxy – said nobody knows how long this can go on or what it will look like when the denouement arrives, but arrive it will.

"Financial booms can't go on indefinitely. They can fall under their own weight, " he told The Telegraph earlier.

Indeed they patted themselves on the back. They thought inflation was low because they themselves had been so marvellously successful in convincing markets that it would not rebound. The inflation was there all along. It went into asset prices instead.

Unbridled debt-creation pulled forward prosperity from the future. The corrosive effect of this 'intertemporal misalignment' is that real rates must fall ever lower at the trough of each cycle, until they are so deeply negative that they cannot fall any further. That is more or less where we are today. There is no road left.

野放図な債務創出は未来から豊かさを奪いました。

This time the country itself is the epicentre of risk. It has added more debt in six years than the outstanding balance sheets of the US and Japanese commercial banking systems put together.

Ms Yellen may be correct in claiming that the big US banks are in rude good health. It is courting fate to extrapolate from this that the system as a whole is "much safer and much sounder".
